China developed JL-1 submarine launched strategic missile in 1988, but it has too short a range of 2,700 km. In 2002, it successfully developed JL-2 with a range of 8,000 to 12,000 km and six MIRV warheads to ensure its complete second-strike capabilities, but its Type 092 strategic nuclear submarine is too noisy to avoid being detected.

China has recently revealed it new much quieter Type 094 strategic nuclear submarine that can carry 12 JL-2s with a total of 72 nuclear warheads. The number of warheads is much smaller than that in its US or Russian counterpart, but for effective second-strike deterrence it is quite enough as no country will risk the destruction of 72 of its densely populated cities.

Type 094 has been quite a hot topic in world media but China has kept it secret until now perhaps to show it is confident that it has not only land-based but also sea-based second-strike nuclear deterrence.
