Absolutely brilliant design to freak out the Americans, Philippines and Vietnam! They are shaped like a hexagon, one more side than the Pentagon, more power than US! I suspect it is a multi purpose use, as fuel depot, water purification and yes, a hiding place for Chinese missiles, especially the DF 15C bunker buster to take out US subs hiding in Subic and Oyster Bays. On Fiery Cross Reef, it is to target Cam Ranh Bay. Blasting underwater very near to the subs at the bay could create shock waves to damage the subs electronics and kill the submariners inside.

For now, it is just a shell but can be quickly populated with missiles as needed.

Having 3 or 4 clusters on each island in Fiery Cross, Subi, Mischief Reefs ensure the missiles are survivable.

It is probably a decoy building for bombing target, in the event of war. Structures that stand out often become the target of assaults.
In the Vietnam War, the American reported that their field toilets are the most obvious target and the most dangerous place to be during Viet Cong assaults. American field toilets were made of fiberglass, and stand out in the middle of the American bases. The Viet Cong didn’t know what it was, but thought it was important as it looked hi-tech to them and targeted it first. So the American would know that a Viet Cong attack was underway when their toilets exploded. In a sense, those toilets became de-facto American early warning system, which never was actually pleasant to the American soldiers who were using them. Those toilets were so deadly that the soldiers prefered the surrounding bushes than those ordinance-magnet facilities.
